hmm, doesn't look like a .gif specific fault at the first look... looks pixelated to me, as if it has been made bigger than it was supposed to be.
convert it to .jpg or so first, so you don't have the usual shitty .gif quality restrictions... then you could try to make it smaller and then sharpen it a bit in the filter-options (PhotoShop). should help.
