Do you have your head up your ass for a special occasion, or is it always there?  XO is in the US of A.  The Gameranger servers are in the US of A.  It's US Federal laws that have been broken, and some of them have been listed by statute number even.  Even if XO was not in the US, the servers are, and US law about them still applies.
