So my sister tried to set up an apple iTunes allowence, foolishly thinking it was a one time thing. My father, upon being charged on the second month of use, grows angry because he thought it was a one time thing. My sister despertly tries to cancel the allowence, yet cannot. My father calls apple numerous times and never speaks with a single soul, he challenges the charge with the credit card company, and even threatens to cancel his card if the charge is not rescinded. My father(being a lawyer) sent a legal request to cancel this service to apple. no response. my father is still being charged every month, and my sister cannot for the life of her figure out how to turn it off. what to do?

Well Spike, first of all, lets make love.
Second of all, I would think there is a way to cancel it after that month has been charged. I would recommend getting her to send a gift card to herself rather than use the allowance feature.
