i hve a question how can i make mods myself ?
must i use a special program or something?

you could make your question more specific, or at least tell us what game you want to make mods for. the most common programs used are 3D Studio Max (varying versions) and Adobe Photoshop. there are a number of third party apps and tutorials to help you make mods also. you'll need to get a good understanding of the game engine and how it works before you can make complicated mods.
