Truthfully, the wep editor for RS is nowhere near as good as the GR one. You still have to edit files, I suggest DL'ing a small wep mod and using it as a template for your mod. Change/replace the filenames with your own, tis is how I got started, although Cobra is much more efficient at wep making, I just like to make the models, lol.
