Can I use this mod in Rogue Spear without the Urban ops or Covert ops pack Huh

No, sorry you can not my friend. All the files from this mod go in the mods folder. You should really get Urban Operations. You missing out on a good thing!~!

True, the reason I do not release most of my mods for RS is that core RS file would be overwritten, and when other mods are installed, you get crashes and all types of headaches. The UO mod system is a night and day difference!

Covert Ops is really just a mod for Urban Ops that can installed as a stand alone also...
