A guess:

As people on your team look around on a map, they may pass by someone without noticing, so the red flashes up on the map, and then it slowly starts to fade away. Someone on your team sees it fading and yells MAP MAP MAP MAP MAP MAP... as if it were pearl harbor all over again. By the time you pop up your map after ducking for cover, the red mark is gone.

Second guess:
After an enemy is killed, you may notice that on the map they go maroon, then bright red, then fade to maroon, then disappear. This could be what is happening. Someone kills an enemy, they go maroon. Team member looks at the map to see where it happened, notices the now red tango on the map, and then closes the map before seeing it fade to maroon once more, at which point he has his "MAP" seizure.

My guesses.

My theory: when more than one team is the same color, their communications are not completely shared. Therefore, team chat works across the teams, but info on tangoes sighted is not shared. I'm going to test this soon. I'm hoping that I'm wrong, though, 'cause that'd be really bad for pickup games.
