is the  rule 16 (online version) is new ?

just surprised about this coz i hadnt this rule in downloaded rule

Well then you still use the old 1.6 rules. Since the 1.61 update online and downloadable version are the same in numbers. The reason why the online and downloadable version was different before the 1.6 update was that the online numbers were generated on the fly while the downloadable version just got subpoints(but the content was always the same)

why u can sub in RS r6 and not in ghost recon?
In what it affect the game (gHr) ?

The original reason was because it doesn't need additional time in R6 or RS to sub a member because you are only allowed to sub between host sessions. However see rule update 1.63.

Just some minor rules updates concerning mostly Ghost Recon:

Under General Rules:
16.   Clans are allowed to substitute new teammates in for the battle only between host sessions(R6 and RS) or to replace a player who crashed. In Ghost Recon you can only replace a player if someone crashed. If someone has to leave midgame you have to continue the cb with the current players except you can replace the player within 5 minutes.

Ghost Recon Specific:
7. You have to play at least a Best of Seven cb with 2 wins difference(Best of Seven means first clan that reaches 4 wins with 2 wins difference). In the case of a tie you continue to play until one clan leads with two won games.

The number was lowered so you can also cb if you don't have that much time. However don't forget to agree how many games you play before you start the cb. (General rules: 13.   The winner is the team with the most games won after the agreed upon number of games....)

 isnt by default best of seven with 2 wins difference the rule (same when it was 10 ) ?
if i remember well it is in specific ghost recon rule ? so why we have to agree if ghost recon rules say (10 b4)best of seven with 2 wins difference the rule?

For transistion period it is suggested that you say how many games you play. The rule is brand new so most clans doesn't know about it yet -> add that you wanna play best of 7.

ok so is this mean that if both clans agree we can play  a best of 3 or 4,5,6,7,18 or what ever how many?

...have to play at least a Best of Seven... -> best of seven or higher! That's our suggestion but yes as usual if both clans agree to it you can also play less.
